I am commanded by My Lords Commissioners of
the Admiralty to transmit herewith a copy of a report
dated the 29th November, 1929, from the Commander-in-
Chief, China Station, regarding anti-piracy measures in
Chinese waters, together with a copy of a letter dated
the 6th January, 1930, from The Liverpool Underwriters'
Association on the same subject.
2. The suggestions as to organisation of armed
guards in paragraph 28 of enclosure 2 to Commander-in-
Chief, China's report, which are similar to the
suggestions of the Underwriters' Association, will be
further examined and a further letter sent.
3. This letter has been addressed to the Foreign
office, War Office, Colonial Office, Air Ministry,
Committee of Imperial Defence and the Board of Trade.
